Manage Quality Assurance Process

In this blog, we will explore the Manage Quality process, along with its associated inputs, tools and techniques, and outputs.

Manage Quality is the process of implementing planned and systematic quality activities to build confidence that future project outputs will meet requirements and stakeholder expectations. It also focuses on improving the efficiency and effectiveness of project processes and ensuring proper governance so that the project is more likely to meet or even exceed stakeholder expectations.

One important thing to understand is that Manage Quality focuses on the quality of the process, not directly on the quality of the product. Its objective is to ensure that the right processes are in place so that quality deliverables can be produced consistently.

This is different from Control Quality. In Control Quality, we perform activities such as testing, inspection, and verification to identify defects in deliverables. Those activities are focused on defect detection. Manage Quality, on the other hand, is focused on defect prevention. If we establish and follow effective processes, the chances of defects occurring in the first place are significantly reduced.

We will discuss Control Quality in detail later. For now, remember this simple distinction: Manage Quality focuses on defect prevention, while Control Quality focuses on defect detection.

Now, let’s begin with the inputs.

The first input is the Project Management Plan. According to the PMBOK Guide, all components of the Project Management Plan can be relevant to this process. Let us look at the most important ones.

The first is the Quality Management Plan. This plan defines what quality means for the project. It identifies the standards that apply, the metrics that will be used, and the quality activities that need to be performed. Since this process is all about quality assurance, the Quality Management Plan becomes one of the most important references.

Next is the Scope Management Plan. This plan explains how scope is defined, validated, and controlled. It describes how requirements are transformed into deliverables. Quality assurance uses this plan to verify whether scope-related processes are being followed properly because uncontrolled scope often results in poor quality outcomes.

Another important component is the Schedule Management Plan. It defines how the schedule is developed, monitored, and updated. It also specifies schedule-related review and control practices. Quality assurance verifies whether these processes are being followed consistently.

Next is the Cost Management Plan. This plan explains how project costs are estimated, budgeted, and controlled. It may also include quality-related cost considerations such as the Cost of Quality and the Cost of Nonconformance. Quality assurance evaluates whether quality-related cost practices are being applied appropriately and whether cost pressures are negatively affecting quality.

The Resource Management Plan is also relevant. It describes how human and physical resources are acquired, developed, and managed. This includes roles such as testers, auditors, and quality specialists. Quality assurance checks whether the required resources are available and being used effectively.

Next is the Risk Management Plan. Many project risks are quality-related. Defects, rework, noncompliance, and process failures can all be considered quality risks. Quality assurance reviews whether these risks are being identified and managed appropriately.

Other components of the Project Management Plan may also be relevant, such as communication, stakeholder, procurement, integration, and development approach plans. The key idea is that quality assurance verifies whether all applicable plans are being followed effectively.

Now let’s move on to the Project Documents.

Again, according to the PMBOK Guide, all project documents can be relevant. Let us focus on the most important ones.

The first is Quality Metrics. These are simply the quality targets established for the project. Examples include defect density, test coverage, error rates, or first-time pass rates. Quality assurance uses these metrics to determine whether project processes are producing the expected quality outcomes.

Next are Quality Reports. These reports summarize quality issues, quality control findings, recommendations, and current performance against established quality metrics.

Remember that Control Quality activities such as testing and inspection generate information about defects and quality issues. These findings are documented in Quality Reports. During Manage Quality, we analyze these reports to identify process improvements and quality trends.

Another important document is the Quality Test and Evaluation Documents. These include test plans, test cases, test scripts, test results, validation reports, and evaluation criteria. Quality assurance reviews these documents to determine whether testing and evaluation processes are adequate and effective. In other words, they help us assess whether our testing process is robust enough to provide confidence in future deliverables.

The next input is Policies. Policies are documented rules or guidelines that define how work should be performed. Examples include security policies, coding standards, and data retention policies. During audits, policies serve as reference points for evaluating compliance.

Closely related to policies are Procedures. Procedures are documented step-by-step instructions for performing specific activities. Examples include defect management procedures, release procedures, and testing procedures. You may also hear them referred to as Standard Operating Procedures or SOPs.

Procedures help standardize work and reduce variation. Quality assurance checks whether these procedures are clear, consistently followed, and effective in practice.

The final input we will discuss is Regulations. These are external rules and requirements that the project must comply with. Examples include government regulations, industry standards, and legal requirements. Quality assurance ensures that project processes incorporate these requirements and comply with them consistently. This reduces the risk of fines, penalties, noncompliance, or project rejection.

Now let’s move on to the tools and techniques.

Let me ask you a simple question. Why do we perform the Manage Quality process?

The answer is simple. We want to ensure that the right processes are in place and that they are being followed effectively and efficiently.

So how do we verify this?

The primary tool used is the Quality Audit.

Audits are systematic reviews used to evaluate whether project processes comply with plans, procedures, policies, and regulations. Audits help identify process gaps, governance issues, and nonconformities that may eventually lead to quality problems.

Next we have Checklists.

Checklists help ensure that critical steps are not missed during quality activities. They reduce human error and improve consistency during reviews, testing, approvals, and audits.

Another group of tools is Data Representation.

These include flowcharts, cause-and-effect diagrams, and affinity diagrams. These tools help us visualize processes, analyze problems, and identify opportunities for improvement. 

Next is Decision Making.

Decision-making techniques help the team determine which quality improvements or corrective actions should be implemented. Since resources are always limited, these techniques help us prioritize the improvements that will provide the greatest benefit.

For example, a team may use a scoring model to decide whether to invest in automated regression testing or conduct an additional cycle of manual testing.

Another important technique is Problem Solving.

Problem solving focuses on identifying and addressing the root causes of quality issues, audit findings, and recurring defects. Instead of treating symptoms, we try to eliminate the underlying causes.

Finally, we have Process Improvement.

This is one of the most important outcomes of quality assurance. During audits, we do not simply identify process violations. We also look for opportunities to improve existing processes.

Based on audit findings and quality analysis, we implement improvement actions that increase efficiency, reduce defects, minimize rework, improve predictability, and enhance stakeholder satisfaction.

Now let’s discuss the outputs of this process.

The first output is the Quality Report.

Quality Reports summarize audit findings, process performance information, quality trends, and recommendations for improvement. These reports provide visibility into the overall health of project processes and quality performance.

The next output is Change Requests.

Sometimes quality assurance identifies the need to modify project processes, quality criteria, or management plans. In such situations, formal Change Requests are raised so that improvements can be implemented in a controlled manner.

Another output is updates to the Project Management Plan.

For example, the Quality Management Plan may be updated to include new quality activities, revised quality criteria, or additional process controls. Other plans, such as schedule or resource management plans, may also be updated if quality assurance findings indicate a need for change.

These updates ensure that future work is performed according to improved practices.

Finally, we have Project Document Updates.

Several project documents may be updated as a result of quality assurance activities. These may include quality metrics, quality reports, policies, procedures, and lessons learned.

Updating these documents ensures that project knowledge remains current and that valuable learning is captured for future use.
